Yes, no entry fees, to look around in the foyer, cafe or restaurant (and roof of course). Had lunch at the restaurant, good food.

A:
No it is free, the building is built in such a way that you can access the roof from the outside! It is broad, and safe, but in the winter it does get a bit slippery! Enjoy the view. Helen
