Yes, I talked to many observers. You drive under the track through a tunnel to the infield, parking there. There is a $2 fee, but i didn't pay because i was a driver. You might have to pay a fee, but you can watch. Oh and bring iether yellow foamies that go inside your ears or mickey mouse type headsets. It's LOUD!!!
