I honestly didn't see anyone there with a scooter or mobility aids. I think the toughest part would be getting off the boat. Once you are on land, there are pathways that lead all over. Most places were accessible without using stairs. I would call ahead and ask if the boat that goes over can accommodate your mom. Good luck and have fun.
