New York announced that most cars will now have to pay to enter the city at peak hours, a hotly debated move intended to reduce traffic.

New York City will adopt congestion pricing on certain roads in January, Governor Kathy Hochul announced, after an 11th-hour delay earlier this year cast the programme into doubt. The revised plan features lower fees for vehicles entering designated zones of Manhattan.

The new plan will charge most drivers $9 a day to enter Manhattan below 60th street, down from the original toll of $15. Hochul also announced steeper discounts for low-income commuters and trucks entering the congestion zone after 9 p.

Gov. Kathy Hochul had abruptly paused the toll, which had been slated to go into effect at a base rate of $15 per day back in June.
